《北京蓝皮书·北京公共服务发展报告(2010-2011)(2011版)》内容简介：在“人文北京、科技北京、绿色北京”战略指引下，北京确立了建设中国特色世界城市的目标，并按照中央的要求，努力打造国际活动聚集之都、世界高端企业总部聚集之都、世界高端人才聚集之都、中国特色社会主义先进文化之都、和谐宜居之都。2010年北京公共服务正朝着世界城市的目标迈进，基本公共服务趋向均衡，城乡一体的公共服务体系初步形成。

2010年科技创新政策有突破，出台了中关村国家自主创新实验区行动计划，推动税收优惠等多项试点工作，实施促进企业做大做强的“十千百工程”，狠抓“三个一批带动工程”，制定了《首都中长期人才发展规划纲要（2010～2020）》，启动中关村海归人才特区相关政策的研究与制定。基础教育弥补幼教不足，上半年完成公办幼儿园改造建设30所，增加入园名额近万个。就业形势保持稳定，城镇登记失业率为1.5 5％，各项社会保障待遇标准进一步提高，保障性住房建设全面提速。基础设施投资进一步向薄弱地区倾斜，通州国际新城、首钢地区、永定河绿色生态发展带规划建设步伐加快，城南行动计划全面开展，城乡结合部50个重点村规划编制完成，唐家岭等30个村搬迁工作顺利实施。环境治理力度加大，垃圾分类工作进行试点，上半年空气质量好于二级天数累计达到140天。公共安全事故总量下降，上半年刑事案立案数下降10.8 ％，没有发生涉校安全事件。

北京城乡一体的公共服务体系虽然初步建立，但与世界城市的要求相比还有不小的差距。在科学技术领域，惠及民生的自主创新成果还不多，远郊区县的科技水平还有待进一步提高。在基础教育领域，公办幼儿园的缺口还很大，未来5年，北京还需要投人50亿元新建扩建600所幼儿园才能满足需要。在社会保障方面，城乡之间的差距还很大，流动人口的医疗和养老保险跨地区转移和接续还没有实现。在人口控制方面，北京还存在人口增长与资源短缺之间的巨大矛盾，特别需要加大对流动人口的有序管理。
