版权页:   Not only has policy become more difficult, but the stakes of a potential clashhave also risen. Both countries have stepped up patrols of disputed waters. Andalthough there is no immediate danger of military confrontations, China's militarypresence in the East China Sea continues to grow, and Japan has begun to shift itsdefense strategy to focus more on the protection of its claimed territory. The downward spiral is not irreversible. The two countries need to take steps toactively prevent any accidents in the disputed waters and to ensure that communicationsremain open if such an unfortunate event happens. Incendiary remarks need to stop togive space to diplomacy. Already, we' ve seen a few encouraging signs in this worrying picture. Maritimelaw enforcement agencies in both countries have exercised a high degree of restraint,and in spite of the growing number of ships in disputed waters, there have not yetbeen any serious clashes; both countries' diplomats are continuing to communicateregarding the dispute; economic exchanges are still robust and have ample room togrow, if actions can be taken to protect businesses from nationalist anger; and I havelearned from my conversations with esteemed colleagues in both countries thatJapanese and Chinese scholars continue to engage each other in dialogues and searchfor ways to improve relations. China and Japan have realized the urgent need to develop a crisis managementmechanism, and prevent dramas like the September 2010 incident or the recent Diaoyudispute from escalating into an armed conflict. A long-postponed negotiation on theEast China Sea began in May-东海磋商机制. Efforts havealso been made to strengthen communication between law enforcement agencies oneither side. We hope and believe that such efforts will continue and be fruitful. In addition, the two economies are still complementary-Japan needs China'smarket, labour force and manufacturing expertise; and China still benefits greatlyfrom Japanese investment and technology, and up to 10 million Chinese workers areemployed directly or indirectly by Japanese companies.
