版权页：插图：In secondary industry，the accelerated development of light industry has led to the adjustment of the structural relations between fight and heavy industry，with the ratio of their out-put value adjusted from 43.1 and 56.9 in 1978 to 49.1 and 50.9 in 1997.This has solved the problem of short supply of industial consumer goods and improved the quality of the means of production.In regard to tertiary industry，as a newly emerging industry,it has witnessed fairly rapid development.Its proportion in the three industries rose from 23% in 1978 to 39.9% in 2005，up by 16.9 percentage points.In implementing its opening-up strategy，China has adopted the method of gradual advancement，where what has been most essential under this strategy is maintaining vigilance against the widening gaps resulting from the imbalanced development between regions.Therefore，under the condition of maintaining the overall sustained and rapid growth of the economy，the Chinese government actively adjusted the regional layout.After the introduction of the reform and opening-up policy，the state has，while encouraging sustained and rapid development of the eastern region，increased policy support and investment to the central and western regions.It has encouraged the eastern region to invest in the central and western regions.
