Fluent reading involves both decoding and interpretation skills.
Grabe points out of the complexity of even defing reading by stating that " a description of reading has to account for the notions that fluent reading is rapid, purposeful, interactive, comprehending, flexible, and gradually developing" (P. 378)
...( decode unfamiliar vocabulary, struggle with poor quality of a handout I have given them, wonder about a part fo speech of a particular word), and they do some top-down things when they read (anticipate what is coming next in the text, draw on their previous experience).
The word ACTIVE introduces the first six strategies I would like us to consider when teaching an ESL/EFL reading class:activate prior knowledge, cultivate vocabulary, teach for comprehension, increase reading rate, verify reading strategies, evaluate progress...

In the ESL/EFL reading class, however, one great challenge is that even when students can read in their second language, much of their reading is not fluent. Students are not actively engaged with the text in a meaningful way. They may be moving through it one word at a time and not reaping the joys of reading.
