　　第二，能源市场的开放一体化和多样化，以确保能源的独立。美国50%的能源依赖国际社会的供应，确保美国能源安全的关键是能源来源的多样化。在这一目标之下，美国的具体措施是：①行政当局将与资源丰富的国家合作，以促进它们开放，透明和法律规则。这将促进有效的民主治理和吸引外资来发展它们的资源和扩大能源供应的范围。②美国将制定“全球核能伙伴”计划，与其他国家一起开发和部署先进的核能循环和反应堆技术。③美国将与国际伙伴合作开发能源的转换技术，如清洁煤和氢。④在国内方面，美国正在投资建设零排放的燃煤工厂，开发太阳能和风力技术、清洁和安全的核能和生产乙醇的先进方法。　　第三，改革国际金融体系，以确保稳定和增长。美国认为，在相互联系的世界中，稳定和开放的金融市场是全球经济繁荣的基本特征。为此，美国的具体目标是：①改进世界范围内以增长为导向的经济政策。②鼓励采用灵活的汇率制度和开放金融市场。美国尤其是要促使中国兑现采用以市场为基础、有弹性的汇率制度的承诺。③加强包括世界银行和国际货币基金组织在内的国际金融组织的建设。④帮助发展中国家建立自己的资本市场和正规经济的发展。⑤建立一个更透明、负责任和安全的国际金融体系。　　以上的阐述表明，美国全球经济战略的目标集中在自由贸易、能源安全和国际金融体系三大领域。而在贸易领域，可归纳为通过达成多边协定来发展多边贸易体系和签署地区或双边自由贸易协定。　　二、美国全球经济战略的实力　　美国具备实施全球经济战略的对外经济实力。具体表现为：第一，美国货物贸易进出口规模世界第一。美国货物贸易被广泛视为反映美国国际经济活动的指标。2006年，美国货物贸易达到了3.64万亿美元，其中出口为1.02万亿美元，进口为1.86万亿美元，逆差为8360亿美元。按WTO提供的数据，2006年美国的货物出口为1.04万亿美元，占世界货物出口比重的8.6%，为世界第二。世界货物出口额为12.06万亿美元。德国的货物出口为1.11万亿美元，占世界货物出口比重的9.2%，为世界第一。2006年美国的货物进口为1.92万亿美元，占世界货物进口比重的15.5%，为世界第一。排列第二的是德国，其货物进口为9100亿美元。与美国的差距达1倍多。世界货物进口为12.380亿美元。　　……
