中国正处于由中低收入国家向中高收入国家迈进、由工业化中期向工业化后期演变、由制造经济向服务经济转型、由要素驱动向效率驱动和创新驱动转变的阶段。这种转型能否成功，决定了中国是否能够摆脱中等收入陷阱，迈向更高水平、更高层级的发展阶段。全球化和新技术革命引发的产业发展模式变化，使得当今中国产业结构调整和转型升级，不能孤立地从单纯国内，而必须从全球视野来审视；产业结构转型，取决于竞争重点由降低价格和提高市场占有率，转向提高商品和服务的内在价值，最终提高居民收入；加快产业结构转型升级，要求我们加快发展战略转变、发展模式转变和产业结构转变。本书是作者作为宏观经济政策和产业政策研究工作者，围绕上述问题进行长期思考后的呈现。
